There web site says they are having test and tune on april 1O and 11 and again on the 17th and 18th. Then it says all cars planning to run for points series must attend one test and tune. Not everyone is ready by then so if your not ready and you cant make it to them are they saying you will not be eligble to run for points?

This is a first...I never heard of a required test session?  Makes you wonder what the financial situation is there right from the start.

it also says in that statement that these will be "free tech sessions" I believe.  You can be tech/safety inspected on the 5th race of the season and still compete for points, but you'll more than likely have to pay a fee for inspection.  Just how I interpreted it.  Don't know how I feel about the chase format, though.  I guess just wait and see what happens.

First it's pay to register and combined pay for all book keeping expenses through out the year, to put on the show for them.  Now it's pay for tech and pay for the tech inspector + through out the year.

What's next?  Buy a membership to be allowed to purchase in the concessions and then how about the annual $1 fee fans have to pay for insurance and to be allowed to buy tickets.  OH! almost forgot the annual go get it charge if you want to purchase fuel at the track, to cover the expense of having someone sell fuel to you.  How about the new cubic inch and horse power charge.  That the extra charge to race, set on engine output.  Bigger engines tear up the track more and cause more expense fixing the track, so the higher hp you run the higher it costs to race.  I heard one track owner saying how there fed up with all the dust sprint cars, big blocks and supers make, so there going to charge them an air quality fee.

U know what's funny, look at the posts that have been created by someone posting false information and assumptions. I have read nowhere anything about free inspections, I did see where pre- inspections are required. And further more no where did it say you would have to pay for a car inspection, but again someone posted that and now some people are up in arms. For those of you that like to post information on here, please get your info straight first! It is this kind of stuff that starts riots, just look at ferguson (sorry I couldn't help myself, that's funny right there)

The problem is when the track promoters don't immediately address the questions and concerns

No the problem is that they bothered to post anything period. I'm sure they have a lot to figure out, and are trying to do as much track work as they can before the snow flies. So they posted a partial piece of info without listing every little detail and people are jumping to conclusions. So they would have been better off to post nothing at all until every detail is finalized, to include what brand of hot dogs they will be selling at the concessions because that will get scrutinized by some on this board as well.
