Deerfield Raceway Caution Policy????

Watched the race last night at Deerfield Raceway in the Modlite Division. I have a question about a caution flag that came out on lap 9 of the feature. Deerfield policy is if you stop on the race track and the yellow comes out you have to go to the tail of the field, whether you caused the accident or not if you stop you go to the tail. They say they do not have a judgement call at this track so if you stop you go to the tail. If you are running 2nd and spin on your own, but 3rd thru the rest of the field stop to keep from killing you by hitting you, then you will restart 2nd and everyone who stopped to keep from hurting you or themselves will start behind you. Does this policy seem right??? Last night a car was running in 3rd spot when contact was made between him and 4th place car, the car in 3rd place spun out going into turn 3 and the yellow was thrown, But, as he spun out he hit the throttle and did a 360 and kept going, now running in about 5th place as the yellow came out. The driver never really stopped but the yellow was thrown for him spinning, but under yellow they gave him his spot back and everything was the same order as if nothing happened at all. My question is should he not be charged with the yellow since it was thrown for him, since the track does not have a judgment call rule? Just would like to know if this happens at your local track and what you think of this rule!! Thank you!!! :unsure: :unsure: :unsure: :unsure:
