Is the car legal to run at ppms Who built the motor and will the engine pass vacum test

The car is PPMS legal, I had it down there Saturday, something happened to the motor, it runs but it smokes. The cam is brand new with one race on it, very good flowing heads. A lot of extras from the motor and odds and ends. I was planning on putting it back together for next year, but I will sell for the right price, I understand if u wanted a race ready car but the cr itself is a great handling, safe car.
