I know this is older news but here's a few good articles on Chip Ganassi using an old PA Turnpike Tunnel as a wind tunnel.

Has anyone ever made the hike to check it out?

I have made the hike.   But its well fenced off now.   I cannot honestly say whether they give tours, but the place is "top secret" and locked down like a castle.   They don't want anyone knowing anything.

You can't get in unless your a race team or company wanting to test cars.
From my sources they can pull in hauler so it's hidden from everyone and that the tunnel is full of cameras and sensors and the car actually runs through the tunnel at speed, turns around and goes back.
They take readings and all sorts of data to get areo figures for down force and drag data.
