Question,
When the cam and crank timing marts are both straight up, should the harmonic balancer timing mark be on zero ?? Mine is closer to 10,

What marks are you lining up on the top and bottom pulley? Sounds like you may have the timing advanced instead of straight up

Is it a stock balancer? if it is the pointer was moved on some of the later timing covers from below the water pump to behind the pump.

beware of what damper you have  there not all the same
