Was watching an old busch race from 1985, The Pontiac Excitement 200, and there was a #36 that was driven by a Joe Kelly from Pennsylvania, Is that the street stock legend Joe Kelly by any chance?

No, he was a well known dirt track Modified driver from the eastern part of the state!!
