Maxim 'Speed' equals:
Getting from point "A"(entry) to point "B"(the start of 'finial' acceleration after the turn) in the least amount of time.
Applying as much available hp as possible to each rear tire in the so called straight direction you want to go, with each rear tire operating as close as possible to it's maximum slip ratio per available hp.

The jist of it is about how to reduce the time it takes to get from point "A" to point "B" and how to get from point "B" to point "A" while using both rear tires nearest their maximum slip ratio.
All of what you can do to reduce over all time is about how you mix your available grip with your available hp.

On track problems per hp remaining constant can 'only' be fixed by either using more grip, less grip or fixing the driver:
1. Always first look to see if it's possible to fix an on track problem by shifting the amount of grip being used between tires.
2. If '1.' is not possible and if there is additional hp available or the possibility of using more available momentum then next look to fix your on track problem by increasing grip.
6. If neither 1 thru 5 are possible then and only then look to fix an on track problem via reducing grip.
... and then it gets complicated
On a late note all the above is totally dependent on slip ratio only.
Slip angle before you even start to think about it is only a variable in your goal to run your rear tires as close as possible to their maximum slip ratio.
You will always only encounter two grip situations on the track:
1. The track offers you enough grip to use your rear tires below maximum slip ratio.
2. The track offers you grip where you cannot run your rear tires below maximum slip ratio.
