Why do they only start 20 cars?

They only start 20 cars because many years ago a driver pissed and moaned about top end payout and got some other top end drivers to bitch piss and moan too.

They "the track owners then" fixed it by taking away 4 back end payout spots and putting the money up top.

Thats basically correct. But it also had something to do about tire rules also. I think (if memory serves, and it isn't what it once was), it was when Lernerville adopted the WoO switch to Goodyear tires. Remember, back then the track was owned by WRG which owns the WoO's. That's what lead to the complaints about the purse. The resultant 20 car fields were Gary Risch, Jr.'s Band-Aid on a head wound way of fixing it. I think it needs to be revisited.
