With all the discussion about gun control, and what's reasonable, and the true intent of the second amendment, and whether it applies in our time, I thought it might be interesting to try to rewrite it in a way that preserves the parts that we consider important to keep, clear up the ambiguity, and yet allows for reasonable restrictions.
I think the first thing I'd do is get rid of the implied dependence on a well-regulated militia to justify our right to bear arms.
I would make it clear that it is a personal and individual right.
The tricky part is establishing an appropriate level of restriction. With the current wording, any restriction (or infringement) at all is a violation. But we tend to agree that there needs to be some sort of restriction, if only to prevent felons and crazy people from legal possession.
So something like:
"In respect to the natural right to self protection and defense against tyranny and oppression, the people shall be free to own and carry weapons equal in power and design to those issued as standard armament to the police and military."
Sloppy . . . and I'm not sure whether it goes too far or not far enough.
