why does the rules differ on lernerville's site than the rush about the carbs? lernerville's says any 750cfm or smaller, roush says 3310 valcuum secondaries only?

Because you have people who don't know a thing about racing making rules, and then when you ask for specifics about rules, both parties tell you to call the local chassis builders or local crate engine builder for an explanation.
