I think you might be able to race if you sold no spectator tickets and switched the payout to a raffle.
Simply put for payout 1st place would get the most raffle tickets and 2nd on back less with the amount determined by the track.
I think without spectators tracks won't qualify as entertainment and I think a raffle would be legal.
You could race and keep distance in pits if you did not sell any spectator tickets.
It would be pit tickets only sold.
What do you all think? Dumb idea?
It also be setup so anyone could buy a chance on any race via raffle?
All you need to do is give 1st place on back a ton of tickets compared to individual tickets sold on a race.
We'd end up with being able to gamble on the racing when you race and also spectators because they bought a pit pass would not be spectators but be allowed to purchase a payout ticket on any race.
You draw winning tickets after every race and the winner of the race would have the best chance and most tickets but anyone could win the payout for any race. Sure would make it fun and it would be a reason for spectators to no longer be just spectators but involved in the racing paying the pit price to get in and have a chance to gamble on the racing.
The stands could be marked off and spaced via marking for reasonable use and the entire stands would become not spectator stands but extended pit bleachers.
